0.5% County-Wide Sales Tax

This measure proposes a 0.5% county-wide sales tax increase that will sunset after 12 years. The proposed sales tax would cost an extra $0.05 on every $10 spent within the county, ensuring that visitors also contribute to the housing initiatives, alleviating the financial burden on local residents.

Vote Language​
Shall the Chaffee Housing Authority's Taxes be increased not more than $3.5 Million in the first full fiscal year commencing January 1,2025 and by whatever additional amounts are raised annually thereafter through December 31,2036, form the imposition of a sales tax within the boundaries of the Chaffee Housing Authority at a rate not to exceed five tenths of one percent (0.5%) to be used to fund Chaffee Housing Authority activities consistent with and as described in the agreement establishing the authority approved by Chaffee County, the City of Salida and the town of Buena Vista, including but not limited to:

  1. Acquiring property, subsidizing or otherwise providing incentives for the acquisition, construction or renovation of housing to be used by persons of low and moderate income including local workforce and other community members; 

  2. Managing and administering deed restrictions and rental assistance programs and the qualification of eligible buyers and tenants:

 

And shall the sales tax and other revenue of the authority be collected and spent as a voter-approved revenue change without limitation or condition under Article X, Section 20 of the Colorado Constitution or any other law?

What Happens if a 6A Yes Vote Happens? 
  • This increase will generate approximately $3.5 million annually, directly funding housing projects and programs across Chaffee County.
     

  • Sales Tax would accelerate investments in housing programs and projects through a variety of well established and new financing mechanisms.  
     

  • 200 affordable housing units for locals only are in the pipeline, and funding will accelerate the timeline to the 1100 homes and apartments needed to adequately address the housing crisis
     

  • Funding will support a more holistic, higher quality and  affordable housing stock. â€‹â€‹

Measure to Retain All Revenues 
Vote Language

Without raising taxes, shall the Chaffee Housing Authority be authorized to collect, retain and spend all grants or intergovernmental revenues received from the state or other local governments and all other revenue received by the authority from whatever source previously received and in each year hereafter as a voter approved revenue change and exception to the limits which would otherwise apply under Article X, Section 20 of the Colorado Constitution or any other law?

Impact of a Yes on 6B vote

The second measure, commonly referred to as "debrucing," will allow the CHA to retain all revenues it receives from state grants and local governments. This measure, which does not involve raising taxes, and would not prevent any tax refund,  is crucial for supporting key projects like the construction of Jane’s Place, Salida’s transitional housing project. Debrucing will enable CHA to fully utilize funds to expand housing opportunities and secure additional grant funding, ensuring the continued success of its initiatives.

TABOR limits housing authority annual grant revenue from state and local governments to less than ten percent of their total budget. Any excess revenue must be returned.

Without the ability to retain state grants, loans, and other state and local tax revenue, CHA cannot make sufficient investments to address the extreme shortage of affordable housing rentals and homes in our community.
